Town Processes
This Subcommittee will focus on the actual processes of implementing, administering, and enforcing or adjusting what the Town code requires. Rules and procedures and how they work in practice typically affect how citizens feel about governance in the place they live, how government upholds or distorts civic preferences, and how officials interpret controversial subjects when “applying” code provisions.It turns out that Melbourne Village does not have a really clear picture of how its set of zoning, building, and exceptions processes all relate to each other. Some people, but a lot of people don’t. It therefore comes as no surprise that the interpretation of Town Code is sometimes inconsistent and seems to depend on who is doing the interpreting – the Commissioners, the volunteer Town Committee members, the Town Clerk and staff, and/or the non-resident Town Engineer and Building Official.
Sometimes these inconsistencies appear to be conflicts between Florida general codes and town codes, but more often than not they occur because everybody in the process is not always on the same page, sharing the same information, frame of reference, or objectives. So we need to find out what exists now, and recommend how to make it better.
